Rachel Sandby-Thomas is Director General for Enterprise & Skills (formerly Business and Skills) and Legal Services at the Department for Business, Innovation and Skills. Her policy responsibilities cover the Government’s interest in enterprise and skills, including small business, apprenticeships and further education. She is also responsible for the Better Regulation Executive and Better Regulation Delivery Office. In addition, Rachel is Head of Legal in BIS and oversees the legal team who provide advice on the range of BIS’s responsibilities as well as investigating and prosecuting criminal breaches of the corporate and insolvency regimes. Before moving to Enterprise and Skills, Rachel was Director General for Legal, People and Communications where she was responsible for HR, Change and Communications. Before that, Rachel was a Director in the Legal Services Group of the then Department of Trade and Industry (DTI) between 2004 and 2006, before moving to head up the advisory lawyers at HM Revenue & Customs. Rachel joined the Government Legal Service in 1993 from the City, where she worked as a solicitor with Linklaters and has worked in a number of Departments, including H M Treasury, Cabinet Office Legal Advisors, the Attorney General’s Office and the Medicines Healthcare and Regulatory Products Agency.
